...
CITY OF ARDEN HILLS
e MEMORANDUM
-
DATE: February 12, 1997
TO: Brian Fritsinger, City Administrator
FROM: Dwayne Stafford, Public Works Superintendent 9.~.
SUBJECT: Water Supply Alarm System
Back!!round
The Public Works Superintendent asked the Public WorkslPublic Safety Committee to consider
the City's water supply security and make recommendations to the Superintendent concerning
possible upgrades. Attached is a memorandum to the Public WorkslPublic Safety Committee
explaining the current situation, and an excerpt from the minutes of the November 20, 1996,
Committee meeting where this issue was discussed. The Public WorkslPublic Safety Committee
agreed with the Public Works Superintendent that additional security would be appropriate.
Proposals
The Public Works Superintendent asked three (3) contractors for proposals to install, maintain,
and monitor a security system at the two (2) Arden Hills water towers and the booster station
e facility. The security systems proposed would be similar to what is currently in use at the City
Hall and Public Works Garage.
-
The following companies were contacted: Electro-Watchman Inc., which currently monitors the
- City Hall and Public Works building; Honeywell; and ADT Security Systems Inc.
~ ADT's proposal would require the installation of several new dedicated phone lines between the
water facilities and City Hall; however, they have never actually finalized their proposal.
I Honeywell's proposal would connect the south water tower and the booster station on one (1)
circuit. This circuit and the north water tower would be monitored by radio transmitters at their
I Minneapolis Facility. No telephone line are used in their proposal.
Electro-Watchman indicates they can tap into the water level alarm phone lines already in place.
I This may not be as high tech or trouble free as Honeywell's proposal; however, it accomplishes
the same goal.
I Costs
This is an unbudgeted item, however due to safety concems, the Public Works Superintendent
I feels this situation should be dealt with as soon as possible. Monies to pay for installation of
equipment and monitoring would be provided by the Water Fund.
~
I
