<br />I <br />I CITY OF ARDEN HILLS <br />~ MEMORANDUM <br /> DATE; March 4, 1997 <br />I TO; Mayor and City Council <br />I FROM; Brian Fritsinger, City Administrator@ <br />I SUBJECT; Committee Roles <br /> Backg-round <br />I At its February 10, 1997 meeting, the Arden Hills City Council made appointments to most of its <br /> committees and commissions for 1997. These appointments concluded a program of <br /> restructuring the previous committee process. <br />I In restructuring the committees, the City Council discussed a variety of committee-related issues <br /> which it indicated it would resolve. These issues included the role of staff, role of Council <br />I Liaison, role of committee, number of unexcused absences, number of members, and service on <br /> multiple committees. The City Council, at the February 10 meeting, directed staff to outline <br />Ie each of these issues and provide the information to the City Council for review and direction. <br /> Role of Staff <br />I The primary role of staff is to provide background information to the committees. The role of <br /> staff is to keep the committee focused on the prioritized goaIs outlined by the City Council. Staff <br /> (or Council Liaison) would take any recommendations of the committee and forward to the City <br />I Council. Staff will prepare all meeting agenda packets and mail them, based on the direction of <br /> the committee chairperson. Staff should provide any background information it has available to <br /> assist with the discussion of agenda items. Committee minutes are the responsibility of the <br />I committee and not staff. <br /> Role of Council Liaison/Council <br />I The primary role of the Council Liaison is to represent/clarify Council positions on issues, <br /> provide feedback to the committee based on the goaIs of the City Council, and report back to the <br />I full City Council any relevant issues of discussion. Councilmembers should not take an active <br /> part in discussions, i.e.: tell committees how to do things; take minutes of meetings, or involve <br /> themselves in any way which may bias the committee on any issue. <br />I The City Council would provide, at the beginning of each year, its prioritized goals to each City <br /> commission or committee. <br />I <br />t' <br />I <br />
