In <br /> I addition, we have attached the plat maps showing various lots about which the Council <br /> might anticipate questions or concerns during the hearing. In an effort to address some <br /> I of those concerns in a proactive manner, we have provided the following information <br /> related to each specific lot of potential concern. <br /> I Based upon the bid for the project, the actual overlay assessment rate based upon unit <br /> CIViL ENGINEERING. prices is $4.97 per front foot. The proposed assessment rate from the public hearing, <br /> ENViROr--MENT A~ preliminary report, and assessment notification letters was $5.20 per front foot. <br /> ~NIC!PAL <br /> "l'i"t\iNG The assessment rate for the bituminous reclamation is $23.71 per front foot based upon <br /> JOLi)WASiE unit prices, compared to the estimate of $26.38 in the preliminary report. The <br /> I STRLGUR,:"L reconstruction assessment is substantially higher than previous years, estimated at $43.21 <br /> SL'\\/~YiN:J per front foot based upon unit prices. Without Snelling and Hamline Avenues included <br /> E..IFlIC in the project, this reconstruction rate would decrease to $38.89 per front foot. The <br /> I TRAr-..S?O\~ATlON increase in these rates is primarily attributable to reconstruction of short segments of <br /> roadway, with cul~de~sacs and/or assessable frontages on only the short side of these <br /> ELECTRiC,c.,l/MECHANICAL roadways. Additionally, many of the lots in the reconstruction areas receive reductions <br /> I ENGINEERI~iG' in assessable footage based upon the policy, thereby increasing the assessment per foot. <br /> !-'VAC <br /> POWER DI$-:RIBUTiON Reconstruction Issues <br /> I SCACA <br /> SYSTEM CO~TROLS The first two pages of plat maps show streets being reconstructed or reclaimed. Lots <br /> I presented in yellow indicate that the corner lot calculation was applied, in accordance <br /> with the assessment policy. Lots presented in green indicate an increase in assessable <br /> footage over the actual footage as a result of either the lot's odd shape or depth, again <br /> I in accordance with the assessment policy. The two lots shown in green and yellow are <br /> those that receive a combination of improvements on either side of the lot.
