TO: Brian Fritsinger, City Administrator <br /> ~. <br /> FROM: Dwayne Stafford, Public Works Superintendent <br /> I <br /> SUBJECT: 1997 Street Improvement Assessment Hearing <br /> I Backflround <br /> The City Council at it's March 17, 1997, Worksession briefly reviewed the proposed assessment <br /> I roll for the 1997 Street Project. The City Council was provided information to assist it with several <br /> of the related decisions which need to be made at the assessment hearing. As the City Council <br /> prepares to adopt the resolutions identified below, it will need to resolve the following issues: <br /> I . Scope ofproject <br /> . Assessment rate <br /> I . Property specific adjustments <br /> . Response to written objections <br /> Ie Atta~ed are three (3) resolutions and related assessment roll for the 1997 Street Improvement <br /> Project. <br /> I Resolution #97-13, will state the amount (rate) to be assessed per assessable foot offrontage, 'as per <br /> the City's Assessment Policy. The scope of work which the Council decides to undertake in 1997 <br /> I affect the rate to be assessed on properties affected by reconstruction. <br /> Resolution #97-14, relates to the assessment roll for properties to be assessed for less than $3,500. <br /> I This includes all of the properties included as overlay projects and a number of the properties on <br /> streets to be reclaimed or reconstructed. These assessments are proposed to be spread over five (5) <br /> years with an interest rate of eight (8%) percent. <br /> I Resolution #97-15, relates to the assessment roll for properties to be assessed for an assessment <br /> equal to or more than $3,500. These assessments are proposed to be spread over eight (8) years <br /> . with an interest rate of eight (8%) percent. <br /> Council had previously asked that various Committee's review the Assessment Policy and how it <br /> I relates to those property owners whose property abuts County roads and to owners of corner lots. <br /> The City of Arden Hills Public Safety Commission, having reviewed and discussed the City's <br /> I Assessment Policy recommends to Council that those property owners along County roads be <br /> assessed for Street Improvements in the manner provided for within the current City's Assessment <br /> Policy. The Commission has not yet completed its review of the corner lot portion of the policy. <br /> ~ <br /> . <br /> -~~ <br />
