<br /> I <br /> I Memorandum Of Dnderstanding (MOD) which will set out agreement on the removal of <br /> ~ the Interstate 35W billboards (3 panels) and the conditions (ie., aesthetics, location, <br /> landscaping, and marketing of the site for office use) under which the Interstate 694 <br /> billboards (3 panels existing and I panel added) will be allowed to continue. As these <br /> discussions proceed the Staff will keep the City Council informed of their progress. <br /> I The Staff met with the representatives of Welsh Companies to discuss their anticipated <br /> phasing of the project. At this point in time they are revising their submission to include <br /> I the Phase II, III, and IV buildings which are 104,532 square feet, 105,444 square feet, and <br /> 119,412 square feet respectively (Exhibit A). The developer has tenants for Phases II and <br /> III, but Phase IV is currently considered a spec building, but the developer is attempting <br /> . to get a tenant to occupy the building. The developer is proposing that the three buildings <br /> have a similar exterior to one another, which is the same exterior that was previously <br /> shown to the City Council for Phase II (Exhibit B). <br /> . In looking at the concept plan quickly it would appear that three variances would be <br /> . requested: first, the percent of office requirement (similar to Phase I); second, exterior <br /> building materials; and third, a front yard parking setback (Phases II and IV). The front <br /> yard parking setback variance would allow the applicant to angle the building slightly so <br /> I as to "frame" the development. The applicant would also provide a layered landscaping <br /> approach to minimize the impact of the variance. The layered landscape approach would <br /> place a large landscape island in the middle of the parking area to assist in the buffering. <br /> Ie The City Council may wish to provide direction on truck access, particularly between <br /> Phases II and III, where none currently exists. Also, direction on the rear of Phase IV, <br /> which faces Round Lake would be appreciated. Also, as can be seen by the proposed <br /> I plans that the developer will be replatting the subject property and therefore the payment <br /> of park dedication fees will be required. <br /> I The overall project (Phases I -IV) will consist of approximately 485,000 square feet of <br /> development. The Staff has consistently reminded the developer that they need to <br /> carefully manage environmental thresholds for the site. Given, the size of the project that <br /> I the developer is proposing to construct, the Staff has requested the developers attorney <br /> and the City's attorney to review the need for an Environmental Assessment Worksheet <br /> I (EA W), Environmental Impact Statement (ElS), and/or Indirect Source Permit (ISP). If <br /> any or all of these thresholds are met, then the timetable for the project will be <br /> significantly altered. <br /> I Lastly, the developer is working with the City Engineer on overall wetland and drainage <br /> management on the developers site. If this can be partially or wholly accomplished, then <br /> I this would result in significant cost savings to the City. <br /> Animal Control <br /> . Spring is here and our animal friends are back from their winters rest. Therefore, the Staff has <br /> been responding to numerous requests for help from citizens who have (fill in your <br /> ,. favorite mammal) in their (fill in your favorite house part). It is anticipated that <br /> these requests will reduce in number the closer we get to summer. <br /> . <br />
