First Quarter (1/1/97 - 3/31/97) utility bills were issued on April 17, 1997. 77,484,360 gallons of I water was purchased from the City of Roseville, and 75,694,000 gallons were billed out resulting in a shrinkage factor of2.3%. This loss factor is well within expected limits. . . Adopted special assessments have been communicated to Ramsey County for Resolutions #97- 14, #97-14a, #97-15, and #97-15a. This setup is necessary to establish data files and a requirement before the assessment rolls can be certified to the County on May 2, 1997 and May I 16,1997. As a footnote to special assessment activity, of the $250,002 in adopted special assessments, .. through April 24, 1997, $29,272 (12%) had been received as "prepayments before certification." In previous years, the level of prepayment activity has averaged 20%. . The external auditor, Abdo, Abdo & Eick (AA & E), completed their fieldwork during April and I are scheduled to release audited 1996 year-end results in May. I May Priority Projects . Administratively, complete the required special assessment procedures to bring closure to this . . proJect. I . Complete Minnesota State Auditor TIF reporting forms. . Develop a "Development Agreement Checklist" for Augusta Housing for the Cottage Villas I project. . Work with the City Administrator to develop strategies for the 1998 Budget process. I . Execute Council direction to create an accounting system for the Economic Development Authority (EDA). I Finance Committee Update . The Committee met on April 17, 1997, and spent the majority of the meeting discussing I Assessment Policy matters. {' I - -
