First Quarter (1/1/97 - 3/31/97) utility bills were issued on April 17, 1997. 77,484,360 gallons of <br /> I water was purchased from the City of Roseville, and 75,694,000 gallons were billed out resulting <br /> in a shrinkage factor of2.3%. This loss factor is well within expected limits. <br /> . . Adopted special assessments have been communicated to Ramsey County for Resolutions #97- <br /> 14, #97-14a, #97-15, and #97-15a. This setup is necessary to establish data files and a <br /> requirement before the assessment rolls can be certified to the County on May 2, 1997 and May <br /> I 16,1997. <br /> As a footnote to special assessment activity, of the $250,002 in adopted special assessments, <br /> .. through April 24, 1997, $29,272 (12%) had been received as "prepayments before certification." <br /> In previous years, the level of prepayment activity has averaged 20%. <br /> . The external auditor, Abdo, Abdo & Eick (AA & E), completed their fieldwork during April and <br /> I are scheduled to release audited 1996 year-end results in May. <br /> I May Priority Projects <br /> . Administratively, complete the required special assessment procedures to bring closure to this <br /> . . <br /> proJect. <br /> I . Complete Minnesota State Auditor TIF reporting forms. <br /> . Develop a "Development Agreement Checklist" for Augusta Housing for the Cottage Villas <br /> I project. <br /> . Work with the City Administrator to develop strategies for the 1998 Budget process. <br /> I . Execute Council direction to create an accounting system for the Economic Development <br /> Authority (EDA). <br /> I Finance Committee Update <br /> .
