I 7. Lighting of existing religious symbol. The applicant is proposing to put the I lighting of the existing religious symbol on a timer which will shut off at 11 :00 .. p.m. 8. Lighting of proposed religious symbol. The applicant has also stated that the proposed religious symbol over the new portion of the building will not be illuminated. . E. Cmiel Letter (April 23. 1997) The City received a letter (Exhibit F, page 1 of2) from a David F. Cmiel (dated April 23, I 1997) in which he expressed concerns regarding the drainage leaving the Church site and causing erosion to his property (the vacant property south of 4519 Old Highway 10). The Cmiel property has an open drainage swale which runs through it from Old Highway 10 I to Round Lake. At the edge of Old Highway 10 there exists a culvert which outlets storm water into the open drainage swale (Exhibit F, page 2 of 2). Mr Cmiel asserts that the increased water from the proposed development of this site will cause further erosion I on his property. If one analyzes the proposed grading plan for the project (Exhibit E, page 13 of 15) the proposed building addition and additional parking will be drained to a I on-site treatment pond and then will enter MnDOT ditch near the southwest corner of the property which then drains southerly, then crosses Highway 10 and eventually enters the creek between Round Lake and Valentine Lake.
