Cmiel Letter (April 23. 1997) <br /> The City received a letter (Exhibit F, page 1 of2) from a David F. Cmiel (dated April 23, I <br /> 1997) in which he expressed concerns regarding the drainage leaving the Church site and <br /> causing erosion to his property (the vacant property south of 4519 Old Highway 10). The <br /> Cmiel property has an open drainage swale which runs through it from Old Highway 10 I <br /> to Round Lake. At the edge of Old Highway 10 there exists a culvert which outlets <br /> storm water into the open drainage swale (Exhibit F, page 2 of 2). Mr Cmiel asserts that <br /> the increased water from the proposed development of this site will cause further erosion I <br /> on his property. If one analyzes the proposed grading plan for the project (Exhibit E, <br /> page 13 of 15) the proposed building addition and additional parking will be drained to a I <br /> on-site treatment pond and then will enter MnDOT ditch near the southwest corner of the <br /> property which then drains southerly, then crosses Highway 10 and eventually enters the <br /> creek between Round Lake and Valentine Lake.
