Section 1130,03 Subd, 14, of the City Code slates: <br /> Private Streets, Private streets shall not be approved nor shall public improvements be <br /> approved for any private streets, Private streets may be pennitted in planned unit <br /> developments, <br /> Section 1130,07 Subd, 1. of the City Code states: <br /> Location, All lots shall abul by their full frontage on a publicly dedicated street or a <br /> street that has received legal status as such or will receive such status upon approval <br /> of the subject plat. <br /> Portions of Arden View Townhomes, the Townhomes of Lake Valentine, and Edgewater <br /> Estates are served by private roads that are not maintained by the City, all of which are in <br /> PODs. Additionally, mosl of the structures in these planned unit developments are not <br /> immediately adjacent to the public right-of-way. The private road proposed by the applicant <br /> would also not be maintained by the City, including snow removal. While private roads are <br /> not unprecedented in Arden Hills, there are not any examples of private roads outside of a <br /> POD, <br /> The applicant has submitted a letter explaining why a variance should be granted for a <br /> private road (Attached 3A-I). In sum, the applicant states that the private driveway is needed <br /> due to lopography, conserves green space, and creates a safer intersection by reducing the <br /> . potential driveways from four to one, <br /> A full City street would require a sixty foot wide right-of-way for the street and cul-de-sac, <br /> The minimum pavement width for a City street and cu]-de-sac would be 28 feet. The City <br /> does not have minimum specifications for a shared private driveway. However, an <br /> individual driveway is required to be at least twelve feet wide. Proposed Outlot A is thirty <br /> feet wide with a twenty foot wide pavement width, which is the minimum requirement from <br /> the Fire Marsha] for this proposaL <br /> Section] 150.01 of the Subdivision Ordinance permits the City to grant a variance for a <br /> subdivision if the following conditions exist: <br /> 1.
