To implement that part ofthe Arden Hills Comprehensive Plan known as the <br /> Lexington Avenue Business Area Plan. <br />Higher Education <br />CUlTently, the Zoning Ordinance permits higher education in the R- I: Single Family <br />Residential Zone as part of a planned unit development and the CC: Civic Center Zone as <br />a special use. Higher education is defined in Section 2 of the Zoning Ordinance as: <br /> Schools, higher education. Junior colleges, colleges and universities approved by . <br /> the Minnesota higher Education Coordinating Board for the Minnesota <br /> Department of Education. <br />Higher education would include institutions such as the University of Minnesota, Bethel <br />University, Northwestern College, and other traditional types of colleges. <br />Special Education <br />The special education use is permitted as a special use in the B-1, B-2, B-3, and CC <br />Zones. The B-3: Service Business District Zone is adjacent to the B-4 Zone to the east. <br />The B-3 Zone includes many of the commercial uses in Arden Hills along Lexington <br />A venue. Although similar in function to higher education, special education is defined <br />as: <br /> Schools, special education.
