<br /> Plan Evalnation; Ordinances <br /> . 1. Special Use Permit <br /> Section 8.D.3.b of the Arden Hills Zoning Ordinance lists the criteria for evaluating a <br /> Special Use Permit. The Planning Commission and City Council shall consider the effect <br /> of the proposed use upon the health, safety, convenience and general welfare of the <br /> owners and occupants of the surrounding land, in particular, and the community as a <br /> whole. The evaluation criteria inelude, but are not limited to, the following factors: <br /> I. Existing and anticipated traffic and parking conditions; <br /> 2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br /> waste, and other nuisance characteristics; <br /> 3. Drainage; <br /> 4. Population density; <br /> 5. Visual and land use compatibility with uses and stmctures on surrounding land; <br /> adjoining land values; <br /> 6. Park dedications where applicable, and the <br /> 7. Orderly development of the neighborhood and the City within the general purpose <br /> and intent of this ordinance and the Comprehensive Development Plan for the <br /> City. <br /> 2. Parking <br /> . The primary impact from the proposed educational comes from change in parking <br /> patterns. Section 6.F.l.j requires one parking space per 250 square feet of gross floor <br /> area in business and professional office buildings. The Zoning Ordinance does not <br /> include a standard for higher or special education uses. However, the Ordinance docs <br /> state that parking requirements for uses not specifically noted in the Ordinance are set by <br /> the City Council after a recommendation from the Planning Commission. <br /> Office Size Parking Standard Parking Spaces Required <br /> 20.000 1 space/250 sa ft 80 <br /> For higher education and special education, the parking needs are similar to businesses <br /> that have shift workers. For example, Other Business and Industry requires "One space <br /> for each employee on a shift."
