Staff offers the following findings for consideration: <br /> I. The proposed use may increase traffic during certain times of the day when <br /> classes are ending or beginning. The applicant is not proposing to increase the <br /> number of parking spaces. Overall, the use is unlikely to significantly increase <br /> congestion or parking needs. <br /> 2. The proposed use will not produce any additional noise, glare, odors, vibration, <br /> smoke, dust, air pollution, heat, liquid or solid waste, or any other nuisance <br /> characteristics. <br /> 3.
