We've continued to I <br /> review our COBRA compliance procedures, and I am considering revisions to <br /> City practices to comply with Internal Revenue Service requirernents. <br /> e. Risk Manall"ement I <br /> We had two insurance claims filed this past month. The first was a broken <br /> windshield on one of the Public Works Department vehicles, and the second was a - <br /> claim filed by a resident whose son broke several teeth when he fell on our park <br /> trails. <br /> f. FinanceJBudl!"et I <br /> I have worked with the Department Heads to begin preparation for the 1998 <br /> Budget discussion, Each department has prepared its preliminary draft 1998 - <br /> Capital Improvement Plan, and are working on their five-year plans. <br /> Staff has met with our financial advisors, Ehlers & Associates, on several I <br /> occasions to discuss the potential issuance of bonds for the Gateway Business <br /> District (GBD) project. Staff will be meeting with Moody's on May 27 and -- <br /> Standard & Poor's on June 11. In regards to the issuance of the bonds, it appears <br /> that the State is considering a 10ng-term goal in the reduction of <br /> Commercial/Industrial property rates to 3.5%. We will be re-evaluating our I <br /> bonding capacities with this in mind. <br /> g. Parks and Recreation I <br /> I have continued to serve on the Architectural Review Committee on the Quad Ice <br /> Arena, The bonds, in the amount of $8.4 million, have been issued for the <br /> project. Site preparation has also begun. - <br /> We have received notification of a meeting to be held in June to discuss some <br /> amendments to the Master Agreement. While I do not have all of the details, it I <br /> appears the overall project costs have increased by $1,000,000 to $2,000,000. <br /> With an increase of this size, I expect MASC to request some language revisions <br /> which allows some of the "other" revenues to be pledged towards debt retirement. I <br /> I'll update the Council as I learn more. <br /> h. Public Works I <br /> Attorney Filla has continued to work on the 1996 and 1997 assessment appeals. <br /> The 1996 appeal has been resolved, and it appears that the 1997 appeals have not - <br /> correctly followed the legal requirements outlined in Chapter 429 in order to file <br /> appeals. -. <br /> - <br />
