MEMORANDUM <br /> DATE: June 3, 1997 <br /> I TO: Mayor and City Council <br /> I FROM: Brian Fritsinger, City Administrat~ <br /> I SUBJECT: Certification of Local Performance Measures for <br /> Local Performance Aid Payable in 1998 <br /> I Backrround <br /> During the 1996 Legislative Session, the State adopted a law which provided for a new state aid <br /> for all cities beginning in calendar year 1997. This new aid was called Local Performance Aid <br /> I (LP A). <br /> Minnesota Statutes, Section 477A.05, provides for LPA. In order to qualify for this new aid, a <br /> I city must have a system of performance measures for services provided by the City, and must <br /> regularly compile and present these measures to the City Conncil at least once each year. Arden <br /> Ie Hills can still qualify for this aid if it is in the process of developing and implementing a system <br /> of performance measures. However, eligibility based upon being in the process of development <br /> may not be used for more than two consecutive years. In order to receive our LP A in 1997, we <br /> I indicated to the State we were in the process of developing a system. <br /> The City still does not have a system of performance measures in place. By adopting the <br /> I attached resolution, the City is once again committing to preparing a system for 1999. Staff has <br /> begun working with other cities to discuss methods of measuring performance. Several city <br /> representatives will be meeting at the annual League of Minnesota Cities Conference to continue <br /> I efforts on the development of performance measures which can be used by most cities. <br /> The specific amount of LP A to be received by Arden Hills in 1998 is not available. Depending <br /> I upon the language included in this year's tax bill, some changes may occur which affect the level <br /> ofLPA to be received. <br /> I Recommendation <br /> Staff recommends the adoption of Resolution #97-30, Approving Local Performance Aid. <br /> I BF/sls <br /> I <br /> tI <br /> I <br />
