<br /> I <br /> 2. 1369 Forest Lane. As previously mentioned to the City Council, there was a fire which I <br /> substantially damaged the home at 1369 Forest Lane. I have requested that the Building -- <br /> Official contact the City Attorney to commence prompt action to ensure that the City is <br /> not faced with another 1900 Edgewater Avenue, <br /> 3. 4040 Old Highway 10. The "Old Caretakers Home" on the Bethel College campus was I <br /> recently razed, as promised by Bethel College in their recent Master Plan Update, The <br /> only item remaining at this time is the establishment of ground cover, which the college <br /> is working on, I <br /> Miscellaneous <br /> 1. 1-35W Corridor Coalition. As previously mentioned to the City Council, the Coalition I <br /> was successful in obtaining $200,000 ($100,000 per year) from the State of Minnesota to <br /> assist with the Coalitions efforts, The Coalition is attempting to obtain other grants from <br /> the State and the McKnight Foundation which would assist the Coalition to more I <br /> expeditiously undertake the work program, <br /> 2. Metropolitan Council Population Estimate (Provisional) - April 1. 1996, The eity I <br /> recently received its provisional population estimate from the Metropolitan Council as of <br /> April 1, 1996 (Exhibit C), The City's population is estimated to be 9,678 persons which I <br /> is 479 persons greater than 1990, Also, the City continues to experience a decrease in the <br /> number of persons per household which is currently estimated at 2.72 person per <br /> household as opposed to 2,81 persons per household in 1990. ~ <br /> 3. SLUC luncheon. I recently attended a Sensible Land Use Coalition (SLUC) luncheon <br /> whose topic was" '97 Legislative Update" (Exhibit D). The two new laws which would I <br /> appear to effect the City the most at this point in time are the: repeal of the Merriam <br /> amendment; and the purchase and transfer of development rights. The repeal of the <br /> Merriam amendment places the Comprehensive Plan in a priority position over the I <br /> Zoning Map if the two are in conflict with one another. The purchase and Transfer of <br /> Development Rights (TDR's) is now specifically included as an official control that may <br /> be used to preserve land in one area and encourage development in another.
