I
I In June, the City issued 30 residential remodeling permits which ranged in value from
,. $200,00 to $96,000.00 and had a total value of$295,786,OO and had an average value of
$9,859.53, In June, the City issued one new residential (single family) construction
permit which had a value of $298,0 1 0.00.
I As I have previously mentioned, the City's new building official, Dave Scherbel has been
doing a very good job of managing his time and efforts in this construction spike. Also,
I receptionist, earolyne Kapitan has recently completed the creation of address specific
filing system and is starting to transfer data and forms from various locations into these
address specific files. The advantage of this filing system is that when the building
I official, or anyone else, needs to know something regarding a specific parcel all the
information regarding that parcel will be in one file.
I 3, Sign Permits. In June, the City issued two sign permits, The first sign permit was for a
temporary sign for North Heights Lutheran Church. The second sign permit was for the
Great China Restaurant at 3551 Lexington Avenue (in Arden Plaza),
I Economic Development
1, Gateway Business District. Aside from the review of development plans and
I formulation of purchase agreements and development contracts the Staff is continuing to
work on several other items within the GBD. The first of those is the regional trail
relocation from adjacent to Highway 96 to an more safe alternate location through the
Ie GBD. The Staff has had positive meetings with the U.S, Fish & Wildlife Service on
locating the trail on parts of their property adjacent to Round Lake. Also, the Staffhas
I had meeting with representatives of Minnesota Transfer (owners of the railroad spur, not
to be confused with the tenant) who seems to more amenable to the purchase of the spur
and bridge over Interstate 35W, Also, 1 will have more information at the meeting
I regarding the status of the adverse possession claim by the "horse lady".
2. EDAM summer conference. I recently attended the Economic Development
I Association of Minnesota (EDAM) summer conference which focused on "Modem
Building Needs & Construction Methods". The conference had several interesting
sessions, The session which I found extremely enlightening was a panel discussion by
I 3M, Pillsbury, and the Rosemount Corporation which discussed, quite candidly, their
facility location decision making process. Unanimously, the top two criteria were relative
location to the target market, effect on product stream and product delivery. Surprisingly
I (to some of my economic development colleagues) local incentives was number 10 to 15
on theses companies site selection lists. The other session which I found interesting was
"Project Delivery Trends" by Kraus-Anderson Construction Corporation and KKE
I Architects (Exhibit A). The session discussed the relative advantages and disadvantages
of each of the different types of client-architect-contractor relationships.
I Code Enforcement
1. Electric Fence. The Staff received the following letter from Patrick Finn (3355 New
t' Brighton Road) who, in short, states that the electric fence has been disconnected, but has
been left up to fool their dog (Exhibit B),
I
--
---------- ---.---
