<br />---------- - <br /> '. <br />B. Background. Welsh Companies received approval of a site plan for a 155,000 square foot . <br /> Office/Industrial building in Planning Case 96-12. Subsequent to that approval, Welsh <br /> Companies sold the project (Phase I of the GBD) to AmberJack Ltd. (the real estate arm of -- <br /> State Farm Insurance) who in turn is leasing the building 10 Manufacturers Service Limited <br /> (MSL) who is relocating in August of 1997 from their Roseville location. <br /> MSL is a world-wide contract manufacturer of high-quality electronics, telecommunicalions I <br /> and computer-related products. MSL currently has plants in: Athlone, Ireland; Valencia, <br /> Spain; Singapore; Sunnyvale, California; Roseville, Minnesota (relocating to Arden Hills, I <br /> Minnesota); and has its corporate headquarters in Concord, Massachusetts. MSL currently <br /> has approximately 400 employees in Minnesota and anticipates expanding that workforce <br /> to 900 to 1,000 employees within the next two years. The City is currently working to I <br /> accommodate that growth in the Phase I building and hopefully occupying the Phase II <br /> building of the GBD. IfMSL grows as anticipated and the City is successful in capturing <br /> that growth, then MSL would become the City's second largest employer (CPI Guidant is I <br /> the largest at over 2,000 employees). <br /> The utilization of the above ground nitrogen tanks which the applicant is requesting approval I <br /> of in this request are a critical component of the manufacturing process which MSL will be <br /> conducting in this facility. . <br />C. Planning Commission recommendation. The Planning Commission recommends <br /> approval of the Special Use Permit for three (3) underground storage tanks at 4300 Round ~ <br /> Lake Road, in Planning Case 97-13, subject to the following conditions: <br /> I. Provision of fencing, slates and tanks to match the color of the adjacent exterior wall. I <br /> 2. Provision of additional landscaping as outlined on Exhibit B, page 2 of2. <br /> 3. Replacement of existing vegetation on the conservation easement as determined by <br /> the City Forester on the Supplemental Memo dated 7/2/97 by September I, 1997- . <br /> replacement materials to be approved by Staff. <br /> 4.
