I
I CITY OF ARDEN HILLS
t' MEMORANDUM
DATE: July 17, 1997
I (' ,
TO: Brian Fritsinger, City Administrator 't
FROM: Dwayne Stafford, Public Works Superintendent V _).
I
SUBJECT: Commercialllndustrial (CIl) Water Meter Replacement
I Background
The City of Arden Hills Public Works Department had identified most of the City water meters
I as used beyond their life expectancy several years ago. At that time, the Public Works and
Safety Committee did a study on the need for new meters, and made recommendations
supporting a meter replacement plan. For the past two (2) years staff has researched options to
I begin replacing the water meters with later technology meters, whieh can read automatically
verses going to the building and visually reading the meter and recording the numbers in a book.
I Request for Prollosa[s
The Arden Hills Public Works Superintendent presented Council with Request for Proposals
.. (RFP's) and specifications for replacing the City's CIl Meters, which staff had prepared, at the
May 19, 1997, Council Worksession.
I Staff was at this time directed to proceed with the RFP's and award the bid at the June 30, 1997
meeting. Having received the proposals from four (4) different vendors staff decided to delay
awarding the contract until further studies of the proposals could be done.
I Costs
Understanding that if any supplier other than Badger Meter Co., the current meter supplier, was
I awarded the contract, all of the meters would have to be replaced. This is due to the fact that
some of the newer Badger Meters could be upgraded to newer reading technology and other
suppliers would have to replace all meters, as their newer autoinatic reading accessories would
I not be adaptable to Badger meters.
I Therefore, staff s RFP's was based on replacing all the CIl meters; worst case scenario. The two
(2) lowest bids, which met or exceeded staff s specifications were submitted to the City by:
I Hydro - Supply Company (Badger Meter) $140,654.49
12245 Nicollet Avenue South, Bumsville, MN
I US Filter/Water Pro (Sensus Meter) $132,159.53
15801 West 78th Street, Eden Prairie, MN
tfJ
I
