<br />_____ __m___________ ---- <br /> I <br />Evaluations I <br />The Arden Hills Public Works Superintendent asked that each of the two (2) finalists provide the <br />City with a presentation on several sizes of their meters. This was done on t\VO (2) separate days. -- <br />The presentation included actual meters, which attendee's could take apart and evaluate, plus cut- <br />away models and various meter parts which could be evaluated. These presentations lasted <br />approximately three (3) hours and were followed by question and answer sessions. Attending <br />these presentations were all but one of the Public Works Department, the Public Works I <br />Superintendent, Mr. Terry Post, the City Finance Director, and Mr. Bill Gillies, an Arden Hills <br />resident who is a member of the Arden Hills Public Safety Commission. I <br />The following week staff asked that tests be made on the radio read capabilities of each of the <br />final ists, I <br />Actual meters with radio read capabilities were set up in exact same locations on separate days at <br />CPIIGuidant. These locations were some of the hardest to get to spots well within their facility. I <br />The hand held interrogator was then tested to determine its reading capabilities. <br />Evaluation Results I <br />The Public Works Superintendent asked that each person attending the meter presentation and <br />radio read demonstration at CPI fill out evaluation forms on the meter presentations. Each <br />person completing the form chose the Badger Meter as the meter they thought was best for Arden I <br />Hills. <br />Pro's and Cons II <br />US FilterlWater Pro (Sensus Meter) These meters appear to be well constructed and have a <br />good reputation. The meter recording parts were more complicated; however, the radio reader I <br />performed slightly better than the Badger. Multiple meters could be connected to a single remote <br />transmitter which the reader would interrogate all at once. Although, the Sensus bid was $8,000 I <br />lower, every CII Meter would have to be replaced, as even recently installed Badger meters <br />would not be compatible to newly installed Sensus meters. CII meters range in price from $100 <br />to $5,000 depending on size, thus each new Badger meter which could be upgraded would save I <br />the City that amount. <br />Hydro-Supply (Badger Meter) This company has a long satisfactory history of dealing with I <br />Arden Hills. Although, this company did not seem to be as high tech as Sensus, what is offered <br />works well. The operating range of their radio interrogator was not as good, but worked well and <br />did the job the City needed. Most of the CII meters currently in use in Arden Hills are Badger I <br />meters, meaning many of the newer ones can be upgraded to radio read by simply installing a <br />new meter head onto the existing meter. Also, many older Badger meters can be rebuilt without <br />removing them frpm the water line. The body of the meter remains connected to the supply lines I <br />while the inner meter parts are replaced. <br />Recommendation I <br />The City of Arden Hills Public Works Superintendent having evaluated all of the RFP's, <br />recommends Council award Hydro-Supply Inc. the contract to furnish all CIl meters as needed as .. <br />per their proposal of] une 13, 1997. <br /> I <br />
