-.---
DRAFT
Mr. Holmberg again stated that his opinion is it would be a big mistake to leave the
trail off this segment of highway. He stated he had walked the 24th Street bridge in .
Bloomington and it felt safe crossing this bridge. Also, an ISTEA funds application
for a new pedestrian bridge at Highway 10 and Highway 96 has been applied for.
Mr. Fritsinger questioned that if the County and City applied for funds for the two
(2) bridges in the same proximity, wouldn't the likelihood of one trail not being
funded be high?
Mr. Holmberg indicated the County could withdraw its application to allow for the
City to seek funding.
Mr. Fritsinger responded that it wouldn't make sense for the County to withdraw its
application because the exact location, should funds be approved could be
determined at that time.
Mr. Ringwald stated he respected Mr. Holmberg's opinion, but totally differs in his
opinion of the safety of the County plan and asked that the County at least consider
the alternative plan as proposed by Arden Hills or explore other options with the
City.
Mr. Holmberg stated that the County will be paying the regional match portion for
the trail and the pedestrian bridge. He was not willing to consider alternatives. --
e-
Mr. Tolaas stated the City could provide the trail they presented in addition to the
County planned trail. Hc also conceded the County trail as planned would be no -
place for kids due to the closeness of the trail to the high volume of traffic traveling -
at 50 m.p.h.
Mr. Holmberg indicated the trail needed to be as planned to maintain a direct link I
connecting the rest of the trail system to obtain ISTEA funding.
Mr. Fritsinger and Mr. Ringwald were in disagreement with this statement as both . I
had previously worked with ISTEA funding in similar instances. I
Mayor Probst emphatically stated he would not support the trail in its currently
planned location due to safety issues. I
Chairman Tholen asked if part of the old I-35W bridge could be saved for the trail
crossmg. I
Mr. Tolaas said no, as the new ramp configuration would not allow this and showed
drawings of the new bridge and ramp configurations. I
3 ..
I
