DRAFT
e A discussion of this type of bridge followed. The discussion noted that you can't
compare the two (2) bridges as the two (2) areas are different.
Larry Holmberg again stated it would be a mistake not to put a trail as planned on
Highway 96.
Mr. Ringwald again stated he disagrees with Mr. Holmberg if the trail is built as
suggested by the City, more people will use it. It will be safer, away from the high
traffic and high speed areas and will provide direct access to the regional park and
employment centers in Arden Hills and New Brighton. Mr. Ringwald stated that he
would be amenable to looking at any other possible options and would work with
the County even if some costs to Arden Hills were applied, but can not endorse the
current plan for safety reasons.
Mr. Holmberg stated we can't assume everyone crossing 1-35W going west are
headed south once the bridge is crossed. The alternate plan would be out of the way
for people coming from north of Highway 96 on Old Highway 8.
Mr. Ringwald again stated his desire to look at alternative designs, where safety is
the key issue. Mr. Tolaas and Mr. Holmberg were not interested in other
alternatives.
e Ms. Walsh asked how New Brighton will tie into systcm and Mr. Holmberg replied
at a marked crosswalk. However, Ramsey County has not had any conversations
with New Brighton about tile proposed trail route.
- Discussion followed on a trail on the north side of Round Lake sandwiched between
I service road and Highway 96. Ms. Walsh expressed concern that there is no
planned curb separation. Mr. Tolaas admitted plowing trail in this area would be
extremely difficult, and most likely not possible.
I Mr. Tolaas explained the workings of the single point bridge at 1-35W with the aid
of drawings of the area. He indicated that MN DOT is involved in this design. He
I also showed the re-alignment on drawings (shift to north) and stated he was unsure
of the affect on the Mobile Home Park. This would depend on variances given by
I the City to re-arrange lots.
Mr. Fritsinger stated homeowners in the park did not want variances as they wanted
I to leave the park. He asked if the affected people in the park will get enough notice
to relocate.
I Mr. Tolaas assured him they will get the required notice according to the relocation
laws and it won't hold up the project.
Ie 4
I
