<br /> I <br /> :.r CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: October 27, 1997 ~-;b <br /> I TO: Brian Fritsinger, City Administrator <br /> I FROM: Davc Schcrbel, Building Official <br /> SUBJECT: Rcquest for Commencement of Abatement at 1369 Forest Lane <br /> I <br /> Request <br /> I Staff hereby requests that the City Council make several findings in regards to the "Hazardous <br /> Building" conditions located at 1369 Forest Lane, and to authorize commencement of the <br /> abatement proceedings under Minn. Statutes 463.15, Et. seq relative to 1369 Forest Lane. <br /> I Background <br /> On June 16, 1997, I received a phone call from the Lake Johanna Volunteer Fire Department <br /> I concerning a home located at ]369 Forest Lane. The home had been damaged by fire early that <br /> morning and they wanted the City to stop by and take a look at the home. At that time, I <br /> 'l observed much rubbish and debris throughout the entire home. The home basically had paths <br /> from room to room, due to the height of the debris and rubbish which was up to five (5) feet in <br /> some areas. The home also had five (5) distinct areas where separate fires had occurred <br /> simultaneously. The home had been subjected to severe structural damage in approximately one <br /> I third (113) of the attic truss area and severe smoke and water damage throughout the remainder of <br /> the home. <br /> I At that time, I also noticed vehicles parked on the grass, unlicensed and inoperable. On June 18, <br /> 1997, the City sent a correction notice (exhibit C 7) to Steve Nixon (property owner) to abate <br /> I these violations. During the following weeks I made weekly inspections of the property to <br /> confirm compliance. None of the vehicles or rubbish and debris were abated. I did notice during <br /> this time, that at least three (3) - 20 yard dumpsters were placed on the property and extensive <br /> I clean up was taking place on the interior of the property. On July 23,1997, I sent an additional <br /> correction notice (exhibit C 6) informing Mr. Nixon again of the exterior violations having not <br /> been corrected. <br /> I I also informed Mr. Nixon that due to the fire that had occurred in the home, the City had serious <br /> I questions as to the habitability of the home. The City requested a meeting to occur on the <br /> property to determine it's condition and a reasonable time table to repair this home. Mr. Nixon <br /> was given a deadline to contact the City by August 1,1997. On August 7, 1997, the City had not <br /> I yet been contacted by Mr. Nixon. An on site inspection on August 7, 1997, revealed that the <br /> exterior items originally identified in the June 18, 1997, correction notice had not yet been <br /> wi abated. Citations were issued on August 7, 1997 (exhibit C 5). <br /> I <br />
