- "-.
I
Administrator Commcnts for the October 27, 1997 Council Meeting "I
Page Six
October 24, 1997
2. Highwav 96 Reconstruction I
Staff participated in several meetings with Ramsey County and the State
of Minnesota officials to discuss the Old Highway IO/Highway 96 I
interchange area. The state needs to rcview this area before it can take
formal action on thc plans, and specifically the I-35W bridge replacemcnt.
3. Consulting Engineer Transition I
Staff has been involved in numerous meetings and conference calls trying ,
to facilitate the transition of consulting engineer from Howard R.
GreenlMSA to BRW, Inc.
f. Council Priorities I
The City COlmcil has asked for staff to keep them apprised of the workload issues
related to the priorities established at the 1997 Retreat. Those priorities were: I
. Economic Development
. Bricks and Mortar
. Infrastructure I
. TCAAP
The City Council briefly reviewed and discussed these items at its September 15, --
1997 Worksession. The consensus of the City Council was that these priorities
were still appropriate. The City Council recognized that the "Economic
Development" priority, which can be directly attributed to the development of the ,
Gateway Business District, has become the primary priorily for all of the
Department Heads.
In order to focus on this one priority, the time available to work on the other I
priorities and municipal projects have been seriously affected. Staff continues to I
work through the most critical items which need to be brought forward to the City
Council for discussion and action. Those items which are not critical in nature are
being addressed as time allows or have been set aside until such time that the I
GBD project is complete.
As identified in the department reports, some of the other priorities appear to be I
positioning themselves for discussion in the near future. If so, staff will need to
discuss the long-term affect of these on the ability to undertake the day-to-day
activities of City Hall. Staff is preparing some additional information related to I
these items for Council review next month.
BF/sls ~
I
