CONCLUSIONS FROM ACTIVITIES PRIOR TO 1997 <br /> After reading the minutes of the Planning Commission on May 1, 1985 and the minutes of the <br /> City Council on May 5. 1985. it is apparent to us that considerable discussion was focused on the <br /> issue of exterior surface materials. During the early months there was considerable discussion on the exterior treatment of the <br /> Activity Center. It was determined there was a need to separate the Activity Center, <br /> architecturally, from the remaining structure. It seemed important to "break-up" the monotony of <br /> a single surface material on such a large structure. The current trend is to treat the exterior <br /> surfaces on larger buildings with a variety of surface materials. Therefore it seemed appropriate <br /> to use a combination of materials, primarily brick with architectural pre-cast wall panels, and <br /> standing-seam metal roof' <br /> March 4. 1997 Land Develooment Aoolication <br /> -. Welsh Construction submitted preliminary plans for Land Development Application and <br /> requested to be placed on the April 2, 1997 Planning Commission agenda. <br /> Aoril2. 1997 Planning Commission Meeting Agenda <br /> North Heights Lutheran Church was placed on the agenda and identified as Case #97-05, <br /> - requesting an approval to the previously approved amendment to Planning Case 84-21. <br /> Within the package of information presented to the City of Arden Hills were two pages identified <br /> - Exhibit A Pa~~ 7 ancl Page 8 of to Pages. Qn both r'".ges, just above the title Family Life Center <br /> - Addition, is a clearly written statement "Face of Existing Building - Brick is to match existing <br /> and other materials of addition are to match or be similar to existing building." <br /> I On page 4, Item 5 of that same report there is a paragraph entitled Building. "The exterior of the <br /> proposed building addition consists of face brick which will match the brick on the existing <br /> I portion of the building, The two cupola's will match the prefinished standing seam metal <br /> roof that was used on the existing roof. The building will be fully sprinkereled," <br /> I This Item 5, Page 4 is not a false statement; it is an incomplete statement. It is important to <br /> understand this paragraph was not written by North Heights Lutheran Church, it was written by <br /> the Staff for the Planning Commission. It appears that pages 7 and 8 of Exhibit A were not <br /> I properly reviewed, or, the Staff failed to transcribe that information completely in the summary in <br /> Item 5. This is where the miscommunication appears to begin.
