At this point, it was the feeling of Welsh Construction, Genesis <br /> Architecture and North Heights Lutheran Church that there was an attempt to significantly alter <br /> the design of the Activity Center. Welsh Construction then suggested there be an early review <br /> with the City Council, if necessary, to clarify our original plan. <br /> Julv 30. 1997 <br /> The Community Development Director notified Welsh Construction that this issue would be <br /> reviewed by the City Council during the August 25'" City Council Meeting. Welsh Construction <br /> responded by requesting an earlier time, such as the August 11 ," Council meeting. Welsh <br /> Omstruction was advised that th,~ agenda was full for the Augmt 11 ," meeting, however, it would <br /> be discussed at a City Council work session on August 18'". <br /> August 7. 1997 <br /> The full building permit was issued conditional upon final City of Arden Hills approval of <br /> exterior finishes to the Activity Center. <br /> August 19. 1997 <br /> Welsh Construction was infonned by the Community Development Director that the City Council <br /> understood that Stage II was to be all brick and any changes would be required to go through the <br /> process again beginning with the City Planning Commission. The first available time slot would .- <br /> be October 1, 1997 <br /> October l. 1997 Planning Commission Meeting Draft <br /> North Heights Lutheran Church was placed on the agenda and identified as Case #97-05. The - <br /> essence of the meeting was to discuss the lack of communication regarding the building surfaces - <br /> as described in the Planning Commission Meeting held on April 2, 1997, more specifically the ~- <br /> item on page 4, Item 5 of that same report there is a paragraph entitled Building. "The exterior <br /> of the proposed building addition consists of face brick which will match the brick on the I <br /> existing portion of the building, The two cupola's will match the prefinished standing seam <br /> metal roof that was used on the existing roof. The building will be fully sprinkereled." <br /> Once again the attached exhibit identified as Exhibit A Page 7 and Page 8 of 10 pages show the I <br /> clearly written statement. On both pages, just above the title Family Life Center Addition. "Face <br /> of Existing Building - Brick is to match existing and other materials of addition are to <br /> match or be similar to existing building." I <br /> The preliminary drawings and the final drawings that were submitted to the City of Arden Hills <br /> Building Department on May 21, 1997 clearly show the details and fully explain the intention of I <br /> North Heights Lutheran Church regarding exterior surface building materials. On page 11 A3.2 <br /> Lower Level Floor Plan and page 11 A3.4 Upper Level Floor Plan specifically refer to wall <br /> sections on the west wall of the Activity Center and the South Wall of the Activity Center.
