MEMORANDUM <br /> DATE: November 5,1997 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: Dwayne Stafford, Public Works Superintendent Q; <br /> SUBJECT: 1998 Street Improvements <br /> Backl!round <br /> The Arden Hills City Council received the Feasibility Report for the 1998 Street Improvement <br /> Project at it's September 8, 1997, meeting. This report outlined the scope of work proposed and <br /> provided cost estimates for the 1998 Street Improvements. <br /> Since that time, the Round Lake Road reconstruction portion of the project has been temporarily <br /> removed from the list of streets to be reconstructed. Staff has elected to continue with the Round <br /> Lake Road reconstruction as a stand alone project at a later date. Due to the removal of Round <br /> Lake Road from the project, there is a significant reduction in the total cost of the improvement. <br /> As a result staff is requesting a second review of the feasibility report. Funding for Round Lake <br /> . Road is expected from MSAS Construction Funds and assessments to benefiting property <br /> owners. <br /> Costs <br /> The total estimated costs of the remaining 1998 proposed Street Improvements are $1,302,555, <br /> of which $506,772 would be assessable based on the Arden Hills Assessment Policy. The City <br /> - would also expect a $137,350 cost participation from the City of New Brighton on the Stowe <br /> - Avenue Project, as this street is a common border between the two (2) Cities. As part of the <br /> Ramsey County Turnback Program, the City of Arden Hills would also be reimbursed $25,000 <br /> . for Stowe Avenue by the County as would the City of New Brighton. This brings the City of <br /> Arden Hills estimated costs for the proposed 1998 Street Improvements to $633,433 to be paid <br /> I for out of City funds. <br /> Recommendation <br /> I Staff recommends that Council consider and approve the attached Resolution #97-54 receiving <br /> the feasibility study and calling for an informational meeting to be held on November 17, 1998, <br /> and a Public Hearing to be held December 8, 1998, regarding the 1998 Street Improvements. <br /> I Staff realizes that Council may wish to reduce the scope of work involved following the <br /> November 17, 1998, Informational Meeting, due to the higher than budged costs. Staff has <br /> I proposed spending of approximately $510,000 for the 1998 Street Improvements. <br /> .. DS\jt <br /> I <br /> --.- <br />
