Gatewav Business District (GBD) <br /> Staff continues to work on all aspects of this project. Various meetings <br />I with Welsh, Naegele, and our attorneys and financial consultants have <br /> been held. We worked on numerous items related to the issuance of bonds <br />I and received an A+ rating for this pending bond issue. <br /> 3. TCAAP <br />I I continue to attend the RAB meetings related to the elean up at TCAAP. <br /> I've also continued to meet with Alliant Techsystems representatives to <br /> discuss their interest in consolidation on arsenal property. <br />I d. Personnel <br />1 1. Mana~ement Training <br /> Staff researched various programs, and registered our Department Heads <br /> in a series of management training elasses. To-date, the Department <br />I Heads have spoken positively about these elasses. <br /> 2. Union Negotiations <br />.. Staff completed the 1998 union negotiations, and made a final <br /> recommendation to the City Council. <br />I 3. Policy Manual <br /> Staff worked with Labor Relations Associates (LRA) on the preparation of <br />I the first draft of our new policy manual. The manual deals most <br /> specifically with our personnel policy which is being removed from the <br /> municipal code. The City Council has reviewed the first draft and made <br />I additional suggestions which will be investigated. <br /> 4. Health Insurance RenewallReview <br />1 As a result of the extremely high premium increase received for our 1998 <br /> renewal, staff has been actively working on obtaining additional quotes, <br /> and also is investigating other options related to our insurance. <br />I e. Public WorksfSafetv <br />I 1. Midwest Asphalt Litigation <br /> Staff attended several days of court hearings as part of the formal trial. <br />I The judge is expected to make his final ruling the first week of February. <br /> Because the judge took some different approaches to this case, depending <br /> on the verdict rendered, a second trial may be necessary in 1998. <br />i' <br />I <br />
