<br /> - ------------ __ _n________ <br /> 1 <br /> 1998 STREET IMPROVEMENT INFORl\1ATIONAL MEETI;lfG I <br /> NOVEMBER 17, 1997 <br /> 7:00 p.m. -- <br /> ARMY RESERVE CENTER <br />The meeting was held at the Army Reserve Center in Arden Hills and started at 7:10 p.m., about <br />40 people were in attendance. Mr. Dwayne Stafford introduced himself and explained that this I <br />meeting was an informal opportunity to gather information regarding next year's proposed street <br />improvements. Following a presentation by the City Engineer, a question and answer session <br />would be held, where Mr. Stafford would record the citizen responses and pass the information_ 1 <br />to the Mayor and City Council. <br />Mr. Stafford then introduced the new City Engineer Mr. Greg Brown. 1 <br />Mr. Brown gave a brief background of his firm BRW and a background on himself. I <br />Mr. Brown explained the Pavement Condition Index (PCl) ratings, and how they're arrived at <br />and what they mean. I <br />Mr. Brown then gave an overhead presentation showing examples of various types of street <br />failures and explained the causes of these failures. He then went on to explain the overlay and 1 <br />reconstruction process. <br />Mr. Brown explained the standard street designs and the benefits of concrete curb and gutter and eI <br />identified those streets proposed for overlay and those streets proposed for reconstruction. <br />Mr. Brov.TI then explained the assessment policy and gave examples oflast year's costs to 1 <br />residents. Last year's street improvement assessments were $37.96 per foot for total <br />reconstruction, $26.71 per foot for reclamation, and $4.97 per foot for overlays. <br />A question and answer session followed. I <br />Dave Karic stated he lived on Indian Place I <br />Q. What is the PCI rating ofIndian Place? I didn't think it was that bad. <br />A. Mr. Brown stated 53. 1 <br />Q. How long would new road last? <br />A. Mr. Brown estimated 20 to 25 years. I <br />Kim Sawtell, 3637 Hamline Avenue North <br />Ms. Sawtell stated she is against the project, as are all seven (7) affected residents, four (4) of 1 <br />which, are retired and on fixed incomes, and that the owner on the north end will not give up any <br />of his land for a cul-de-sac. She also stated that the County plans to widen the County Road E <br />bridge over Highway 51 and it would be foolish to reconstruct their road before County Road E I <br />is addressed. The access from Hamline to County Road E is very hazardous and Ms. Sawtell <br />would rather see this issue dealt with. She also questioned why the final costs were higher then .. <br />estimated last year's costs. <br /> I <br />
