I ,
I CITY OF ARDEN HILLS
f' MEMORANDUM
DATE: December 8, 1997
I TO: Mayor and City Council
I FROM: Kevin Ringwald, Community Development Director~
1 SUBJECT: Presentation of recommendations of the Highway 96 Task Force
Introduction
I The Highway 96 Task Force requests that the City Council endorse the recommendations of the
Task Force as they relate to Highway 96 (Exhibit A).
I Back!!round
The City Council on April 11, 1997 created the Highway 96 Task Force. The purpose of the task
force was to provide to the City a series of recommendations on the reconstruction of Highway
I 96, so that the City could forward these recommendations to Ramsey County while the Arden
Hills portion of the project is still in the design stage.
Ie The Highway 96 Task Force consists of Chair John Tholen (Public Works and Safety
Committee), Lyn Lawyer (resident), Mick Richards (resident), Tom Andreasen (Business
1 Development Committee), Don Messerly (Parks and Recreation Committee), Dave Sand
(Planning Commission), Chuck Stoddard (Finance Committee). The Task Force was assisted by
consultant Bill Sanders (Sanders, Wacker, and Bergly), Mayor Dennis Probst, Councilmember
I Beverly Aplikowski, Dwayne Stafford (Public Works Superintendent) and myself.
The task force has met monthly since April of 1997 to consider the improvements other
I communities are contemplating along the corridor and to formulate recommendations for the
Arden Hills portion of Highway 96.
1 The task force will be presenting the following recommendations to the City Council:
A. Entry Way Signage. The task force recommends that two entry way signs should be
I located along Highway 96. The first at the southwest comer of Highway 96 and
Lexington A venue. The second at the southeast comer of Highway 96 and Interstate
35W.
I The task force recommends that the sign face be constructed of a monolithic cast stone (8
I inches wide) in a light gray with recessed black letters. Also, that "anti-graffiti" coating
should be applied to the sign. The task force recommends that the City consider using
Windsor font on the entry way signage.
..
I
