The task force recommends -. <br /> that the rainbow colored granite be used for the retaining wall color, The task force also <br /> recommends at-grade lighting be provided behind the retaining walls to provide <br /> directional lighting at the sign face. <br /> The task force recommends that the City pursue the mature evergreen landscaping on the I <br /> Twin Cities Army Ammunition Plant (TCAAP) to include behind the signs. The task <br /> force also recommends the inclusion of annual planting beds with retaining walls to help 1 <br /> visually define the entry signs. Lastly, the task force recommends pursuing the assistance <br /> of Ramsey County for surplus dirt for berming at the Lexington A venue sign, given <br /> Ramsey County's current road construction in the area. I <br />B. Median Landscaping. The task force recommends the inclusion of turf with underground <br /> irrigation as the preferred ground cover for the median. The task force also recommends I <br /> that the addition of omamental trees at the ends of these tree groups (provided by Ramsey <br /> County) with low level shrubs beneath the ornamental trees. I <br />C. City Hall access. The task force would recommend that if the redevelopment of the City <br /> Hall site does not require the use of the median cut (in front of Public Works driveway), I <br /> then the median cut be relocated to Keithson Drive, which is at the top of the hill and has <br /> the potential for expansion into the Reiling property. <br />D. Noise wall. The task force does not recommend the provision of a noise wall, but would ~ <br /> recommend the provision of additionallandscapinglberming by Ramsey County in those <br /> residential areas (ie., Arden Manor Mobile Home Park) in which residents are directly I <br /> adjacent to the roadway and do not have the proper building setback. <br />E. Lighting. Given, that redevelopment of the TCAAP is not imminent and that directional I <br /> underground boring (for the wiring) is becoming more cost effective so that underground <br /> electrical conduit does not need to be installed at this time for these potential future street <br /> lights. The task force recommends that the no additional lighting above that which is I <br /> being proposed by Ramsey County be provided along the corridor. However, the task <br /> force would recommend that if development of the TCAAP is imminent, then this item be I <br /> reviewed at that time. <br />F. Regional Trail. The task force does not recommend the provision of the regional trail as 1 <br /> proposed by Ramsey County. The task force recommends that the regional trail stay on <br /> the south side of Highway 96 until North Snelling Avenue. The trail then should proceed <br /> south on the west side of North Snelling A venue and cross over Highway 10, via a 1 <br /> bridge, in the vicinity of Royal Hills Park, then proceed west hugging Round Lake where <br /> possible and proceed over Interstate 35W utilizing the existing railroad bridge to gain <br /> access to the Long Lake Regional Park.
