Subdivisiou Ordinance - Meets requirements with conditions except the applicant is <br /> . proposing to have Lots 1 and 2 share a portion ola driveway to New Brighton Road. <br /> A. Easements. City subdivision regulations require twelve (12) foot wide utility and <br /> drainage easements dedicated to the City along the right-of~way and centered on <br /> common lot lines. The survey docs not currently show these required easements. <br /> It should be noted that the City does not assume responsibility for maintenance of <br /> these areas. The easements will allow access if it is ever necessary to enter these <br /> areas. <br /> B. Grading, Tree Removal, & Erosion Control. The property decreases in <br /> elevation approximately thirty-three feet from New Brighton Road to the wetland <br /> along the western side of the property. The applicant has submitted a preliminary <br /> grading and erosion control plan, which has bccn reviewed by the City Engineer. <br /> Sheet four shows the areas planned for tree removal. The tree removal would be <br /> needed for the proposed home on Lots 2 and 3. The tree removal near the <br /> wetland would be for thc infiltration basin. The infiltration basin is designed to <br /> filter stOTInwater before it enters the wetland. <br /> This original preliminary plat and variance proposal was reviewed by Rice Creek <br /> Watershcd. The Rice Creek Watershed deemed the application incomplete until <br /> the items in the attached letter are submitted (Attachment 3C-3), The applicant is <br /> . working with Rice Creek Watershed to address the items in letter. The soil <br /> borings, which are requested in item one, have becn prepared by the applicant. <br /> C. Utilities. Lots 4 will use the existing water and sewer corlliection, Lots 1,2, and <br /> 3 will havc a new cOilllection to City utilities. The developer is responsible for <br /> the cost and installation of utilities to the properties. Work on utilities within the <br /> City right-of-way will require approval from the City's Operations and <br /> Maintenance departmcnt and approval from the City Engineer. <br /> D. Access f Street Design. The applicant is proposing to have Lots I and 2 share a <br /> portion of the driveway and access to New Brighton Road. Lot 3 would access <br /> Thom Drive at a new access, and Lot 4 would have its existing access moved <br /> from New Brighton Road to Thom Drive. Any new access points on New <br /> Brighton Road would require approval from Ramsey County. The proposcd <br /> access points on Thom Drive meet City requircments for driveway locations and <br /> proximity to existing intersections. <br /> The proposed driveway for Lot 3 would cross the utility easement for the nearby <br /> Ardcn Hills sewer lift station, While there are a number of places throughout the <br /> City aIArden !/ills <br /> Planning Commission A1eetingfur July/2, 2006 <br /> .
