<br />above the center line grade of any adjaccnt street if within fiftcen (15) feet of any <br />intersection traveled roadway. . <br />However, Section 6.C.2.c states that on comer lots, nothing shall be placed or allowed to <br />grow in such a manner as to impede vision between a height of two and one-half and ten <br />feet above the center line grades of the intersecting streets within fifteen feet of the <br />intersecting street rights-of-way. Measuring from the right-of-way, as opposed to the <br />intcrsection as stated above, would provide a greater sight line. Staffs interpretation is <br />that the more stringent standard of measuring from the right-of-way would apply. <br />Proposal: The fence will be twenty feet from the edge of the intersection. The portion of <br />thc fcnce along Lexington A venue will bc close to the lot line. <br />Although the proposed fcnce may be meeting the basic requirements for maintaining <br />sightlincs, the fence in this application would be closer to the intersection than the <br />reccntly approved fence at 1104 Amble Drive (PC# 06-017). In PC 06-017, the fence <br />bcgins to angle into the property from Lexington A venue approximately twenty feet from <br />the front corner lot line or right-of-way. In this plaJ1Jling case, the applicant is proposing <br />to have the fence angle into the property from Lexington Avenue approximately twenty <br />feet from the edge of the intersection. To maintain consistcncy with Planning Case 06- <br />017 and to more adequately protect sightlines, Staff recommends that the fence be <br />constructed no closer than twenty feet to the lot line comer that is near the intersection of <br />Lexington Avenue and Amble Drive. <br />2. Special Use Permit Evaluation . <br />Section S.D.3.b of the Arden Hills Zoning Ordinance lists the criteria for evaluating a Special <br />Use Permit, which is also used for site plan reviews. The Planning Commission and City <br />Council shall consider the effect of the proposed use upon the health, safety, convenience and <br />general welfare of the owners and occupants of the surrounding land, in particular, and the <br />community as a whole, in general, including but not limited to the following factors: <br />L Existing and anticipated traffic and parking conditions; <br />2. Noise, glaJ'e, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, <br /> and other nuisance chaJ'acteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatihility with uses and structures on surrounding land; <br />6. Adjoining land values: <br />7. Park dedications where applicable; and the <br />8.
