Gail Van Buskirk, 1390 Arden View Drive, stated her petition had 268 signatures and <br /> when she walked around and spoke with the residents they were angry because the <br /> developer had not listened to them and had not addressed the major issues, such as traffic, <br /> access on Hamline A venue, reduction of property values, ete. She stated the <br /> neighborhood wanted something better and no solutions had been presented. She stated <br /> the Commissioners were probably eon fused because what they were hearing from the <br /> residents and what they saw from the traffic study were in contradiction. She stated whcn <br /> thcy looked at the data from the traffic study, they found the traffic going eastbound there <br /> was a 48 second delay, which would go up to 51 seconds by 2007 without the <br /> development bcing built, but if the development was built the delay would be 132 <br /> seconds, She stated they had to look at the data and note the delay times significantly <br /> incrcased with this development. She proposcd to cut offthc Hamline Avenue exit and <br /> take out all of the asphalt as we!l as flipping the first building and moving the parking lot <br /> up. She proposed pUlling in an exit on Highway 96 so they had an exit coming into <br /> Highway 96 and going out on to llighway 96. He recommended they put a signal at <br /> Keithson for a protected U-turn. Shc stated 268 residents could not be wrong. She urged <br /> them to deny the PUD and incorporate the solutions she presented in this development. <br /> Pam Hanson, 4367 Arden View Court, stated she was opposed to the development. She <br /> recommcnded the f()!lowing changes to the conditions: <br /> 9. Landscape Plan Revisions changc to: Additional coniferous trees (at least 8 trees) <br /> . shall be provided along the west buffer yard of the development to increase screening <br /> for the trail and residential properties. <br /> Change the above condition to: <br /> .
