<br /> Staff Recommendation <br />. Tn Plalming Case #06-026, Staff recommends approval of the preliminary plat based on the six <br /> findings of facl and submitted plans. Once the preliminary plat is approved by the City, no <br /> additional conditions related to the design oflhe preliminary plat can be added. The final plat is <br /> simply a review process to ensure Ihat the changes required in the preliminary plat have been <br /> made. <br /> Staff proposes the following sixteen conditions if approval of the preliminary plat is <br /> recommended to Ihe City Council: <br /> I. The applicant shall comply with applicable provisions of the City Code and related <br /> ordinanees. <br /> 2. The applicant shall submit the final plat and application to the City of Arden Hills <br /> within three months of the preliminary plat approval date or the approval shall expire <br /> unless an extension is granted by the Planning Commission. The final plat shall <br /> reflect all applieable changes in the conditions of approval for the preliminary plat. <br /> 3. Thc project shall be completed in accordance with the plans submitted as part of thc <br /> preliminary plat and final plat applications. Any significant changes to these plans, as <br /> determined by the City Planner, shall require review and approval by the Planning <br /> Commission. <br /> 4. The applicant shall include a 12 foot drainage and utility easement centered on all <br /> common lot lines, and a 12 foot drainage and utility easement along the right-of-way. <br /> 5. The applicant shall pay a park dedication fee as determined by the City Council at the <br />. time the final plat is approved. <br /> 6. The applicant shall amend the final plat to be in conformance with all of the <br /> comments from the August 28th, 2006, memo from the City Engineer. <br /> 7. Any extcnsion of City services for the new lot shall be subject to review and approval <br /> by thc City Engineer and all associated eosts shall be the responsibility of the <br /> applicant. <br /> 8. Erosion control measures shall be installed before any grading or construction begins <br /> and shall be maintained and remain in place until groundcover is reestablished and <br /> construction is finished. <br /> 9. Any changes 10 the grading or erosion control plan shall be subject to approval by the <br /> City Engineer. <br /> 10. Lot I shall use Lake Johanna Blvd as the official access point to the property. <br /> ] 1. The applicant shall submit an approved road access pennit for Lots I and 2 from <br /> Ramsey County beforc the final plat is approved. <br /> 12. The applicant shall obtain all necessary permits, including the wetland fill permit, <br /> from Ricc Creek Watershed District before the final plat is approved. <br /> 13.
