ARDEN HILLS CITY COUNCIL — DECEMBER 8, 2025 10 <br />Mayor Grant indicated he was not going to cut people off if they wanted to further discuss the <br />budget or tax levy. He stated Councilmembers could leave the meeting early if they had to leave <br />early. <br />MOTION: Councilmember Monson moved and Councilmember Weber seconded a <br />motion to adopt Resolution 2025-079 Setting the Final Lew at 12.97% for <br />Taxes Payable in 2026. <br />Councilmember Holden asked if Councilmember Rousseau had any other cuts to propose for <br />2026. <br />Councilmember Rousseau stated she did not have any other proposed cuts but would be willing <br />to hear from the remaining Councilmembers. <br />AMENDMENT: Mayor Grant moved and Councilmember Holden seconded a motion <br />to amend the Final Lew to 11.97% by raising the revenue projections <br />by $60,000 evenly between permits and investment income. <br />Councilmember Weber inquired if there was any documentation that supports an increase in <br />revenues as suggested by the Mayor. <br />Finance Director Yang stated she did not know of anything specifically for 2026, but noted 2025 <br />came in higher than anticipated for permit revenues. <br />Councilmember Weber reported revenues came in higher than anticipated in 2025 because of <br />the construction on Outlot A. He explained he did not support the City relying on permit revenue <br />income. He stated he would not be supporting the Mayor's amendment. <br />Mayor Grant indicated the City would be considering a development for 119 units of residential <br />housing in the next six months. He noted the investment earnings was also lowered from $80,000 <br />to $50,000. <br />Finance Director Yang stated this decrease was made because investment earnings are typically <br />volatile. She also indicated that the $50,000 investment budget was a conservative estimate. <br />Further discussion ensued regarding the projected investment earnings for 2025 and 2026. <br />Mayor Grant was of the opinion staff s estimate for investment earnings was too conservative <br />and could be increased by $30,000. <br />Councilmember Monson called the question. <br />A roll call vote was taken. The amendment motion failed 1-4 <br />(Councilmembers Rousseau, Weber, Holden and Monson opposed). <br />Councilmember Holden stated another large permit that may be coming to the City was for the <br />redevelopment of the hotel property. She agreed that the permit revenues should be increased for <br />the City. She suggested the levy be set at 12.5%. <br />
