<br />....... <br /> <br />WHEREAS: The City of Arden Hills received a Demolition Survey Report for the former <br />. City Hall and Public Works site on December 9, 2004; and <br /> <br />WHEREAS: The City of Arden Hills received a Phase I Environmental Site Assessment <br />for the former City Hall and Public Works site on December 10, 2004; and <br /> <br />WHEREAS: The City of Arden Hills received a Phase II Investigation Report for the <br />former City Hall and Public Works site on March 7,2005; and <br /> <br />WHEREAS: Based on the findings of the Phase II Investigation Report a Development <br />Response Action Plan (DRAP) will be required by the Minnesota Pollution <br />Control Agency to the City for redevelopment of the former City Hall and Public <br />Works site and will be required prior to the issuance of building permits; and <br /> <br />WHEREAS: Royal Oaks Realty included in their application materials a Traffic Report <br />for the former City Hall and Public Works site by Traffic Data, Inc. dated May 9, <br />2005; and <br /> <br />WHEREAS: The Rice Creek Watershed District has reviewed the proposed <br />development plans and granted the project Conditional Approval Pending <br />Receipt of Changes (CAPROC); and <br /> <br />. <br /> <br />WHEREAS: The City Engineer and County Traffic Engineer have reviewed the <br />methodology and findings of the Traffic Report performed by Traffic Data, Inc. <br />and have agreed with the methodology and results of the traffic report; and <br /> <br />WHEREAS: The City Engineer has reviewed the plans and materials submitted to the <br />City for redevelopment of the former City Hall and Public Works site and has <br />preliminarily approved the plans subject to conditions; and <br /> <br />WHEREAS: The development review process was conducted as follows: <br /> <br />WHEREAS: A neighborhood informational meeting was held on April 19, 2005 to <br />inform residents of the proposed development; and <br /> <br />WHEREAS: on May 16, 2005 Royal Oaks Realty submitted a completed application for <br />review of a Planned Unit Development and Preliminary Plat which would allow <br />for the construction of 30 office condos in 7 buildings on the former City Hall and <br />Public Works Facility site on Highway 96; and <br /> <br />WHEREAS: on June 1, 2005, a public hearing was held by the Planning Commission <br />reviewing the application by Royal Oaks Realty and at the conclusion of the <br />public hearing the Planning Commission tabled the item to the July 6, 2005 <br />Planning Commission meeting; and <br /> <br />. <br /> <br />WHEREAS: on July 6, 2005, the Planning Commission continued review of the <br />application by Royal Oaks Realty and at the conclusion of the discussion the <br />Planning Commission recommended approval (6-1) subject to 18 conditions of <br />
