Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br /> waste, and other nuisance characteristics; <br /> 3. Drainage; <br /> 4. Population density; <br /> 5. Visual and land use compatibility with uses and structures on surrounding land; <br /> adjoining land values; <br /> 6. Park dedications where applicable; and the <br /> 7. Orderly development of the neighborhood and the City within the general purpose <br /> and intent of this ordinance and the Comprehensive Development Plan for the <br /> City. <br /> Findings of Fact <br /> Based on the review of the proposed landscaping plan and suppOlting materials, Staff finds that <br /> the proposal sufficiently mitigates the clear-cutting violation with the proposed conditions. The <br /> landscaping plan provides stornlwater management, creates a lot that is compatible with the <br /> neighborhood in terms oflandscaping, and provides a high level of plant diversity. <br /> Resident Comments . <br /> Staff has not received any letters, e-mails, or telephone calls from property owners or occupants <br /> in regard to this planning case. There were a number of phone calls and emails from the original <br /> violation. <br /> Staff Recommendation <br /> Based on the submitted plans and eleven findings of fact, Staffreeommends approval of <br /> Planning Case #06-028 for the Site Plan Review to re-landscape 3433 Lake Johmma Blvd subject <br /> to the following seven conditions: <br /> I. The project shall be completed in aceordmlce with the plans submitted within one year <br /> from the date of approval. Any significant changes to these plans, as determined by the <br /> City Planner, shall require review and approval by the Planning Commission. <br /> 2.
