The proposed impervious coverage is 25 percent for the <br /> driveway and home; the maximum is 35 percent. <br /> Ramsey County: Ken Haider from Ramsey County has revicwcd the proposed landscaping <br /> plan and approved the landscaping that would be located in the Ramsey County right-of-way <br /> along Lake Johanna Blvd. <br /> Rice Creek Watershed District: The Rice Creek Watershed District (RCWD) does not <br /> review landscaping plans for this type of development; however, they do review the plans for <br /> the proposed dwelling and stormwater management. The RCWD has issued a Conditional <br /> Approval Pending Receipt of Changes (CAPROC) lor the proposed dwelling (Attachment <br /> 3B-l). A copy of the CAPROC has been submilled to the City and is included with this <br /> packet. Based on the requestcd information from RCWD, it is quite likely that the pennit <br /> will be granted. <br /> 2. General Evaluation Criteria <br /> Since a residential property is generally not subject to the site plan review process for <br /> landscaping, there is not a prescribed procedure for evaluating the proposed landscaping <br /> plan. Evaluation criteria may include, but is not limited to, the following: <br /> . Compatibility with neighboring properties; <br /> . . Sufficient replacement of previous vegetation; <br /> . Plant diversity and placement; <br /> . Screening from the lake; <br /> . Long-tenn erosion control; <br /> . Stormwater management; <br /> . Long-term viability ofthe plantings; and, <br /> . Approval from Ramsey Cowlty/Riee Creek Watershed District; <br /> When evaluating the total landscaping plan, any conditions imposed on the plan must be <br /> commensurate to the violation and remediation. It is important that there be an essential <br /> nexus or connection between the plan, the conditions for approval, and the mitigation of the <br /> impact from the clear-cutting. <br /> 3. Special Use Permit - Section 8.D.3.b <br /> Typically, a site plan review also uses the special use permit criteria in the evaluation <br /> process. Since this is an atypical application, most of the special use permit criteria do not <br /> apply.
