... ,
,
,
The applicant has requested that the Planning Commission review two actions for fhis property e
which are (listed in the order that they will be reviewed):
. Master and Final Planned Unit Development (PUD) / Special Use Permit
. Preliminary Plat
Overview
The applicant has proposed redeveloping the old City Hall / Public Works garage property into a
7 building, 30 unit office condominium complex. The property would utilize fhe existing
driveway approach from Highway 96 and an existing access easement to Hamline Avenue. The
plans show the 5 westernmost buildings (and units 1-19) as I-story and 2-story units with slab on
grade construction. The remaining 2 buildings (units 20-30) would be I and 2-story walkouts
which appear to be two stories from fhe front of the building, and the exposed basement makes
the buildings appear to be 3 stories from the rear, Since the grade slopes downward to fhe
northeast portion of the site, units 20-25 would have their front facing fhe west and the rear (with
walkout basements) facing the east. Units 26-30 would face to the soufh and have their rear with
walkout basements facing the water retention pond and Highway 96. The exteriors of the
buildings would be predominantly brick (on all four sides of the buildings, as per NB
regulations), stucco on the upper gable roof ends, and wood pillars and columns, Roofmaterials
are proposed as fiberglass shingles. The application also states that earth tone colors will be used
(in the development).
The applicant indieated fhe following proposed timeline for development: .
Summer 2005 - Begin grading, installing utilities, and construction of storm water improvements.
Begin construction on 3 buildings/16 units (presumably units 15-30)
Winter 2005/
Spring 2006 Thc 3 buildings/16 units should be ready for occupancy
Summer 2006 - Begin cOllftruction on the remaining 4 buildingsll4 units (presumably units 1-14)
(Winter 2006/
Spring 20017) - (Assuming occupancy for units 1-14? This is not stated in application)
Master and Final PUD
A Planned Unit Development (PUD) would be necessary for this proposal because it
contemplates developing six pieces of property (subsequently consolidated into two tax parcels)
in a unified manner as 30 office condominiums with common area. In addition, the
Neighborhood Business District section states that proposals should be presented in fhe spirit and
intent of fhe Planned Unit Development provision of the Zoning Ordinance.
