<
'-
Development (PUD) process allows flexibility in reviewing the setbacks, layout, design, and
. other aspects of development; to allow a development is in the best interest of both the applicant
and the City.
The applicant has requested additional signage area, use of a huilding material which is not
included in the NB District building materials, and reduced parking setbacks along the northern
portion of the site. The applicant has also proposed the following features to offset some of the
aforementioned deficiencies: a monument style freestanding sign, superior building materials
and design for the use, and a landscaping plan with caliper inches of trees greatly exceeding the
requirements.
Preliminary Plat
The proposed plat would create would create 31 lots; one for each office condominium and one
lot as the common area for the entire development. The common lot, Lot 31, would contain all
of the parking, green spaces, access drives, trash enclosures, wetlands, storm water facilities, and
most of the landscaping. Lots I through 30 would include the office condominium uses and a
ten foot clear spaee around all exterior walls, In addition the plat calls for vacating a pedestrian
way in the middle of the property where no trail or walkway was ever built, and dedicates a 20-
foot wide area at the west side of the property to relocate the existing City trail.
Review of a Preliminary Plat encompasses many of the eriteria which will already be covered by
review of the other three actions requested, however they also have a slightly longer review
. period. Therefore staff has included a separate Preliminary Plat review section (after the Plan
Review Comments) which will cover items that were not previously discussed.
Plan Review
lA. Zoning - NB regulations call for developments to be reviewed in spirit and intent of the
Planned Unit Development process.
Lot Size
This proposal would require a preliminary plat. The mtlllmum lot size for a single
development in the NB district is 13,000 square feet with minimum lot dimensions of 100
feet by 130 feet. The proposed development totals about 297,752 square feet with a lot depth
of277.66 feet and a lot width of 1072.90 feet.
Building Setbacks
Following is a comparison of the eXlstmg and proposed setbacks as compared with the
setback standards established hy the Zoning Ordinance.
. \\Earth\Planning\PJanning Cases\2005\05-12 Arden Hills Office Park - Royal Oaks Realty - PUD, Preliminary Pla1 for Old City llall & PW Site
(PENDJNG)\06~Ol-04 PC Report Royal Oaks 05-12.doc
Page 3 of 18
