Mr. Hellegers <br /> replied there had been a neighborhood meeting with 12 to 14 residents in attendance. <br /> Commissioner Modesette asked if there would be anything further other than plantings <br /> along the top of the retaining wall. Mr. Mehrkens replied staff had recommended a fence <br /> on the top of the retaining wall, which they would comply with. <br /> Commissioner McClung asked on the rooftop terrace, what type of fencing would there <br /> be and how wide were the posts going to be. He indicated he was concerned about <br /> screening the terrace. Mr. Mehrkens replied the top floor would have a vertical slatted <br /> fence, to bring in light and allow residents to look out as well. He stated the fence would <br /> sit on a knee wall, which would sit 2-3 feet off of the finished floor. He indicated they <br /> would use this only during staff supervised times. He stated there would be planter pots <br /> and a garden that would be used as an activity, as well as a screening use. He noted the <br /> closest point to a residential home would be 210 feet. <br /> Commissioner McClung asked if the low level hedges would be removed. Mr. Mehrkens <br /> replied they intended on keeping the hedges where they were. <br />. Commissioner Thompson asked how successful did they think they would be in <br /> relocating the large trees. Mr. Mehrkens stated after further analysis, a couple of the trees <br /> were diseased and would need to be removed, but the trees they could remove and <br /> relocate they would and if those trees did not live, they would be replaced with like trees <br /> of reasonable size. <br /> Commissioner MeClung moved, seconded by Commissioner Modesette that the Planning <br /> Commission considered the effect of the proposed use based upon the health, safety, <br /> convenience and general welfare of the owners and occupants of surrounding land, in <br /> particular, and the community as a whole, in general, including but not limited to the <br /> following factors: existing and anticipated traffic and parking conditions; noise, glare, <br /> odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance <br /> characteristies; drainage; population density; visual and land use compatibility with uses <br /> and struetures on surrounding land; adjoining land values; park dedieations where <br /> applieable, and the orderly development of the neighborhood and the City within the <br /> general purpose and intent of this ordinance and the Comprehensive Development Plan <br /> for the City and reeommended approval of Planning Case No. 05-17, Presbyterian <br /> Homes, 2845 Harnline Ave. N. #100, Roseville, MN; SUP Amendment for McKnight <br /> Care Center Addition (3220 Lake Johanna Blvd.) subject to the seven conditions as <br /> outlined in staffs July 6, 2005 report. <br /> The motion carried unanimously (7.0). <br />.
