The Perry Park parking lot is deteriorating and nearing the end of its service life. Public Works <br />has installed large patches to extend usability, and maintenance costs continue to rise. Grading <br />and irrigation issues have led to water pooling in the dog park and on ballfields. As a Level 1 <br />Park, Perry experiences heavy summer use. The Parks Maintenance Plan prioritizes Level 1 <br />facilities, including parking lots, to maintain a well -kept appearance. <br />Discussion <br />Staff requests that Council discuss moving forward with improvements to these parks, with <br />anticipated construction completion in fall 2027. <br />The proposed 2027 Park Improvement Project is budgeted for replacement of the Sampson and <br />Ingerson play structures, rehabilitation of the Sampson hard court, rehabilitation of the Perry <br />parking lot, and ballfield, grading, irrigation, and fencing improvements at Perry Park. <br />Parks and Recreation staff, Public Works staff, and the PTRC conducted site visits and compiled <br />feedback identifying potential improvements beyond those included in the CIP. These items are <br />outlined in Attachment B. Some are not currently budgeted. Council should consider whether to <br />expand the project scope based on the attached list of additional improvements and its direction. <br />Cost estimates were not prepared for the additional items. If Council expands the scope, <br />estimates will be developed during design. <br />Staff recommends requesting a proposal from an engineering consultant to manage the project <br />through design and construction, including public engagement, project management, <br />coordination, bidding assistance, surveying, and construction observation.
