Page 2 of 2 <br /> <br />A significant change Public Works is proposing is to remove the 2000 Case Backhoe – Asset <br />85204 from the fleet. This equipment was previously scheduled for replacement in 2027 at a <br />value of $172,000. Public Works staff believe this would be possible if the 1993 Case Loader w/ <br />plow was replaced in 2027 and the 2011 Bobcat Mini-Excavator was replaced in 2028. A more <br />detailed justification is provided in Attachment D. <br /> <br />Attachment E is a spreadsheet that includes a survey of surrounding Ramsey County cities, <br />including Arden Hills, inquiring about front-end loader information. Every City, except Falcon <br />Heights, owns at least 1 front-end loader, with the oldest model being a 2007 John Deere <br />compared to Arden Hills’ 1993 Case. Arden Hills’ Public Works staff maintains that the front- <br />end loader is an essential piece of equipment for operations and strongly advises against <br />removing this type of equipment from the fleet, and urges the City Council to prioritize the <br />immediate replacement of the existing 1993 Case Loader before significant mechanical failure, <br />resulting in loss of essential City services. It is of the Public Works staff’s professional opinion <br />that the idea of the 2000 Case Backhoe taking place of the front-end loader is not feasible to <br />handle all of the duties the front-end loader is responsible for, as listed in Attachments D & E. <br /> <br />Staff is looking for feedback from the City Council related to the proposed 2027-2031 CIP <br />Equipment schedule and for future planning processes to ensure staff provides the Council with <br />desirable recommendations and efficiency. <br /> <br />Budget Impact <br /> <br />The Equipment & Building Replacement Fund will begin 2027 with a balance of $835,491. <br />Under the proposed 2027-2031 schedule, the fund is expected to remain solvent, decreasing to an <br />ending fund balance of $237,688 by 2031. This planned drawdown is driven by the following: <br />Revenues (Sources): <br />• Property Tax levy. Maintained at the 2026 level of $100,000 annually. <br />• Utility Fund Transfers. Maintained at the 2026 level of $300,000 annually. <br />• Trade-In Values. Estimated based on current replacement costs. <br />Expenditures (Uses): <br />• Fleet and Equipment. Replacements average $445K annually. <br />• Facilities.
