o 2025 - September
o 2024 - February
o 2023 - None
o 2021 and 2022 - October
o 2020 - Virtual
o 2019 - None
o 2017 and 2018 - September morning and October evening
o 2016 - September
o Questions:
Does Council want the SOTC event to be held annually?
Does Council want to set a permanent date and time for the event? If
so, should this be in the spring or fall? Should timing change during
election years?
• Location – the last two years the event has been held at City Hall. Past locations have
included at an Arden Hills restaurant or business. Quotes for off-site locations in 2025
were on average $1,000/minimum. The draft policy as written would set the location to
be held annually at City Hall.
o Question: Does Council want to set a permanent location? If so, where?
• Topics – the topics included in the draft policy are the typical areas for
Department/City updates. At the August work session, it was suggested that topics
could be rotated between Councilmembers and that staff would automatically shift
those each year rather than having Council annually pick topics that they would want to
talk about. Below are scenarios for Council consideration:
o Option #1 – The Senior Communications Coordinator will ask Council annually
to pick their topics. Like previous years, first and second choice would be
given. If there are dual requests for the same topic: 1) staff could bring this
discussion to a work session for Council decision, or 2) staff could make sure
there is a rotation of topics and assign accordingly.
o Option #2 – All topics, except for the Introduction which would be presented by
the Mayor, would be rotated annually for Councilmembers to present. Each
year, staff would shift Councilmember names to the subsequent topic. In those
years when there is a new Councilmember, staff would slot that name into the
open topic(s) to maintain rotation.
Question: How does Council want the Presenter for topics to be
handled?

Council should review the draft policy and provide comments. Following discussion, Staff will
bring this forward to a future regular meeting for adoption based on feedback received.

Budget Impact

N/A

Attachment

Attachment A: Draft SOTC Policy
