ARDEN HILLS CITY COUNCIL WORK SESSION — MARCH 9, 2026 5 <br />Assistant Public Works Director Miller said that isn't in the scope but we may be able to address <br />that along with the other minor grading that is planned. <br />Councilmember Rousseau said if we are retiring any of the park signs, it would be nice to have <br />them at City Hall. <br />Assistant Public Works Director Miller said Public Works Staff have been told to save all signs, <br />as long as we have space. We have space right now. <br />Parks and Recreation Manager Skalicky said the Ingerson park improvements included in the <br />CIP are the playground and the cul-de-sac trail connection. Additional requests include removal of <br />dead and diseased trees and replanting, some drainage and grading work, a larger parking lot and <br />upgrading benches and the pavilion. PTRC also requested a warming house because it is used so <br />often in the winter for sledding. <br />Mayor Grant asked about the larger parking lot. <br />Parks and Recreation Manager Skalicky said the PTRC had asked if that could be explored <br />because the lot is often overflowing in the winter. <br />Parks and Recreation Manager Skalicky summarized the projects at each park and the cost of <br />the items currently included in the CIP. She stated there are no dollar amounts associated with any <br />of the additional requests for each park. They haven't been budgeted or submitted for engineering <br />or design estimates. If we choose to move forward with any of the additional requests, those <br />estimates will be approved later. <br />Councilmember Holden asked how bad the drainage is at Ingerson that they need to re -grade the <br />hill and the low areas. <br />Parks and Recreation Manager Skalicky said during the tour with Public Works they said the <br />mowers get stuck at the bottom of the hill because of the drainage issues. <br />Councilmember Holden asked what that would cost. <br />Public Works Director/City Engineer Swearingen said if we could handle this internally we <br />would. However, this is going to need a topo survey, real equipment and a contractor to do that <br />grading work. <br />Assistant Public Works Director Miller said there are drainage issues on the west end, and the <br />pock marks and old tree root locations are all over. <br />Councilmember Rousseau asked if Staff is requesting for us to get a proposal from an engineering <br />consultant who would reach out to the neighborhoods for additional feedback. <br />Staff confirmed. <br />Councilmember Rousseau asked how that works with the recommendations from PTRC. Would <br />the consultant take those into consideration? <br />
