Power monitoring: <br />1. Surge protection device (SPD): <br />a. An SPD shall be connected to the utility incoming lines to protect the downstream from surges <br />which may be present on the incoming power supply. <br />b. The control system shall monitor a common alarm contact at the SPD. Upon activation of the <br />contact, the alarm shall be displayed on the OIT screens. <br />c. The control system shall monitor a surge counter contact at the SPD. OIT shall display the <br />number of surges the SPD has protected against. Upon activation of the contact, the alarm <br />shall be displayed on the Omnisite cloud based website. <br />2. Control Power backup battery: <br />a. Provide an AGM battery for control power backup in case of loss of normal power. <br />P. PLC Operation Monitoring <br />1. SCADA system shall send repeated signals to the local PLC. When the local PLC receives this signal, <br />it shall send a signal back to the SCADA master. If the SCADA master doesn’t receive a signal back <br />from the local PLC after up to 5 attempts, SCADA system shall signal a communications alarm for <br />this station. <br />Q. Alarm Handling: <br />1. Appropriate lights shall illuminate on the control panel. <br />2. Alarm shall be signaled on the SCADA screens with a flashing text displaying the date/time and <br />description of the alarm. <br />3. All alarms shall be logged with date/time and description of alarm. <br />4. Operator may silence an alarm by utilizing the SCADA system. Once silenced, the alarm will stop <br />flashing on the displays, but the alarm shall remain displayed until the operator disables the alarm <br />via the SCADA system, or the alarm condition has been cleared. <br />5. Operator may utilize the alarm dialer software to enable or disable any alarm. If an alarm is <br />enabled in the SCADA system, operator may choose to disable it from being signaled out via the <br />alarm dialing software and alarm dialer. <br />6. SCADA system shall log the time and who acknowledges an alarm, enables an alarm or disables an <br />alarm. <br />7. The alarm dialing software shall send notifications of an alarm condition. Notification shall be by <br />text message, email, and voice notification via a telephone call. Operator shall be able to enable or <br />disable the remote notification for every alarm in the SCADA system. <br />8. An OmniSite Crystal Ball shall be provided at the control panel for the use of remote monitoring <br />and alarm notifications. System shall provide a remote alarm notification to operators upon the <br />following notifications: <br />a. Utility Power Alarm <br />b. Control Power Alarm <br />c. Communication/Telemetery Alarm <br />d. High Water Level Alarm <br />e. Pump 1 Fail <br />f. SPD
