Draft Minutes for Karth Lake Improvement District Board <br /> Regular Meeting 6:30 PM, Tuesday, January 13, 2026 <br /> <br />CALL TO ORDER/ROLL CALL <br />The meeting was convened at: 6:30 PM. <br /> <br />Present: <br />Board Members: Joel Gerich, Chair, Andrew Elmquist; Kent Stennes; Gary <br />Gerding; Melissa Jannakos <br />Staff Liaison: David Swearington, Public Works Director <br />Visitors and Karth Lake Improvement District members: Renee Marino <br />Absent: <br /> Board Members: Linda Hansohn, Secretary; <br /> <br />1. APPROVAL OF AGENDA: The agenda was approved <br />2. APPROVAL OF MINUTES: The minutes of the previous meeting on Octobrt 14, <br />2025, were approved with a modification to 4.3.2 to just indicate that secchi depth <br />was shallower all season and correct the next meeting date. <br />3. PUBLIC INQUIRIES: None. <br />4. OLD BUSINESS <br />4.1. Possible outreach to attract another Board member. Joel <br />4.1.1. Background: Joel has been actively pursuing new possibilities. <br />4.1.2. Action: Joel has talked to several neighbors about joining the board but at <br />this time no one has expressed real interest. Renee has volunteered to fill the <br />empty seat left by Susan Johnson. The Board voted to approve her filling of <br />that seat until the April election where someone will be chosen to fill out the <br />remaining term. <br />4.2. (Combine agenda items 4.2 and 4.3) 2026 PMP and Karth Lake Pump <br />System updates. David Swearingen <br />4.2.1. Background: The streets on the north side of Karth Lake will be <br />undergoing a pavement rehabilitation project in 2026. This project will <br />include work on the Cummings Park retaining wall and lake pump system. <br />Discuss pump proposal and Geocell information for the Cummings Park <br />retaining wall as part of the 2026 PMP project as well as any other updates. <br />4.2.2. Action: <br />• There have been discussions in the city council discussing pump <br />improvements and cost sharing. They have decided to split the cost 50-50 <br />and requested that the KLIDB create a resolution indicating the <br />recommended terms for the pump improvements. <br />• The determination has been made to go with option two from the <br />feasibility report. Originally, the thought was that we could use the current <br />control panel but that has been determined to not be possible. As a result, <br />the estimated cost has gone from $112,000 to $185,000. This estimate <br />does include a 37% construction contingency so the final number may be <br />lower. Rice Creek watershed has agreed to contribute $56,000 to the <br />project (since the cost increase, the city is asking if Rice Creek would
