The <br />amount charged to each property is based on the property tax value but <br />each of 46 properties would pay an average of $1000. Any extra we might <br />get from Rice Creek would be used to bring the total down with the city <br />contribution 50%. <br />• The plan will include a culvert in the retaining wall for the pump system. <br />With a manhole to access the pump. The pump will need to be put in and <br />removed seasonally since it can’t be frozen. <br />• The new control panel will automatically turn on and off the pump at the <br />935.5 and 935 water levels automatically and there will be notifications <br />sent to city personnel if there is a malfunction as well as the status of the <br />pumping. <br />• The existing retaining wall will be replaced by a geocell system that will <br />follow the natural slope of the surrounding shoreline. Native plants will be <br />placed in the cells of this new system. <br />• This project will include the work on BMP phase 2 project recommended <br />by Rice Creek watershed which will expand the runoff pond from the <br />business park area, avoiding impact on any wetlands in the area. The trees <br />in both the runoff pond area and the retaining wall area will be cleared <br />before March 31. <br />• There was a discussion about a possible temporary railing near the new <br />runoff pond since it will be close to the trail. Once brush filled that area in, <br />it would be less of a concern. <br />• There was also discussion about extending the asphalt to the lake along the <br />area that currently has a trail worn down from fishing people. This was <br />determined to not be feasible at this time since it would be too steep to be <br />ADA compliant. <br />4.3. Water quality monitoring for Karth Lake for 2025. Gary Gerding <br />4.3.1. Background: The KLIDB has participated in the Citizen-Assisted <br />Monitoring Program (CAMP) with the Metropolitan Council by <br />coordinating volunteer sampling of Karth Lake’s water quality since 2006. <br />4.3.2. Action: No updates at this time. Generally, we receive results from Rice <br />Creek Watershed in time for our April meeting. <br />4.4. Discuss garden maintenance for the garden bed within Cummings Park as <br />well as the rain garden on Nursery Hill Lane. <br />4.4.1. Background: The Art Larson memorial garden in Cummings Park needs <br />cleanup as does the rain garden on Nursery Hill Lane. <br />4.4.2. Action: <br />• At our previous meeting we recommended that the memorial garden be <br />left to go wild with the native plants that are there and with the city <br />providing the same maintenance they do to other areas in Cummings Park. <br />• Joel looked at the rain garden in the middle of Nursery Hill Lane has all <br />the classic rain garden plants and functions very well. There are a few <br />weeds but for the most part it is a very attractive rain garden and effective <br />rain garden. Joel has talked to neighbors about doing some weed removal.
