<br /> . <br />3, Quantity Distance Areas (Fragment Distances) - Federal regulations <br /> require that a "fragment distance" be maintained between all explosive <br /> manufacturing operations or storage locations and the surrounding area, <br /> thereby restricting public access (use and passage) within the area <br /> covered by the applicable quantity distance arcs. The Rice Creek <br /> channel and much of the contiguous floodplain within the Arden Hills <br /> segment are located within such fragment distances from explosive <br /> storage magazines. (Refer to map on page VI-57.) Solutions to such <br /> restricted use include the termination of explosive storage facilities close <br /> to the creek, realignment of the creek channel to the westerly edge of <br /> the floodplain or construction of deflection berms on the west side of the <br /> impacting storage units. <br /> Another issue is the maintenance of site security. Presently, the TCAAP <br /> boundary has a fence enclosure paralleled by a patrol road. Public use <br /> of the creek and site will require extension of the existing fence along <br /> the eastern boundary of the Arden Hills segment. <br />4, Floodplain - most of the land area in the corridor is located within the <br /> bounds of the floodplain for Rice Creek. Due to its status as a <br /> seasonally flooded "wetland", development within the floodplain should . <br /> be discouraged or kept to a minimum, <br />5, Old Highway 8 Realignment - during 1997 a segment (1000 feet) of Old <br /> Highway 8 and its intersection with County Road H will be realigned <br /> approximately 500 feet westward of its existing alignment. During 1988, <br /> the Metropolitan Council approved the County's request to exchange the <br /> "to-be-vacated" section of Old Highway 8 (1.95 acres) for an equivalent <br /> section of the Rice Creek corridor, The conditional approval requires the <br /> concurrent construction of a parking lot for canoe access on the <br /> abandoned and exchanged road right-of-way. <br /> . <br /> VI-56 <br />
