Twin Cities Army Ammunition Plant (TCAAP) - the east side of the <br /> segment is bordered by a four-mile square munitions and propellant <br /> manufacturing complex owned by the U,S, Department of Defense <br /> and operated by defense contractors (e,g" Alliant Techsystems and <br /> Hercules Aerospace Company), Munitions storage facilities close to <br /> the segment preclude public access into or through the segment. <br /> The TCAAP has been a source of deep groundwater (aquifer) <br /> contamination, Known sites of hazardous source materials are <br /> located in the interior of the site, the closest point-source being <br /> approximately 1/2 mile east of Rice Creek. Hazardous waste <br /> cleanup presently is underway. . <br /> TCCAP Building 103 - housed the manufacture of ammunition <br /> between 1942-1981 contributing to soil and groundwater pollution, <br /> Pollutants included cleaning solvents, paint thinners, degreasers, <br /> lubricating oils, trichloroethylene, xylene and toluene. Today, the <br /> building is used by Alliant Techsystems for the production and <br /> storage of mines, fuses and other weapons. <br /> b, State of Minnesota Property - the State has three facilities that <br /> border the northeast and northwest corners of the segment. The <br /> State Patrol Academy, Conference Center complex and firing range <br /> are located northeast of the segment. A Drivers License <br /> Examination Station and Surplus Distribution Center warehouse is <br /> located west of the segment. <br />3, New Brighton-Mounds View Segment <br /> a, Residential Neighborhoods - the northeast and southwest <br /> boundaries of the segment are bordered by residential <br /> neighborhoods, including a mobile home park, The abutment of <br /> public park land and private homesites can create a potential for <br /> conflict. It is not uncommon for park activity to impose on the "peace <br /> and quiet" of adjacent properties or for homesite privacy to be <br /> violated by trespassers and park generated litter.
