. VIII. ACQUISITION DETAILS
A. Acquisition Status - the acquisition of all land within the designated
boundaries of the corridor has been completed except for land within the
Arden Hills segment. The proposed boundaries of the Arden Hills segment
reflect the recommendations of the TCAAP Reutilization Committee's May
1996 report ("Vision For the Future"). Final boundaries will be determined by
the Department of Defense surplus land declaration and dispersal plans, and
the city of Arden Hills Land Use Plan.
It is anticipated that, in the near future, the Department of Defense will
classify the "base housing" area (upland between Rice Creek and Interstate
35W) as "surplus". Although this area probably will be designated by the city
of Arden Hills for commercial, office, and/or industrial land use, the eastward
edge of the surplus parcel (western boundary of the trail corridor segment)
could be designated as the alignment for the western half of the Arden Hills
segment trail loop,
Parcel Information (refer to map on page VIII-4),
Parcel Owner Condition Size
. (acres)
Parcel A U,S, Dept. of Defense Undeveloped floodplain
(potential surplus parcel) 113
Parcel B Minn. Dept. of Undeveloped floodplain
Transportation 11
B. Acquisition Problems
1, The land in the Arden Hills segment is the "missing link" in the trail
corridor. Although the land is in public ownership, its current status as
part of the TCAAP property, which is subject to restrictive security and
safety considerations, precludes public use of the designated corridor
segment for recreation trail purpose. Access to the segment has been
restricted primarily because much of the area is within Quantity Distance
Arcs (fragment distances from explosive material storage locations).
Solutions that would mitigate safety and security issues are feasible.
2, The Ramsey County Parks and Recreation Department has initiated the
process to exchange 0.9 acres of public park land within the boundaries
of the New Brighton-Mounds View segment for 3,36 acres of private
property located adjacent to Long Lake Regional Park, (Refer to map on
. page VIII-5,)
VIII-l
~--
